In the Philippines, Baek Chang-gi, a former Korean Special Forces soldier and current head of an online gambling organization, kills his employee Jo Sung-jae to prevent his escape. Chang Dong-cheol, the casino administrator, promises Baek a larger share if he shuts down a rival casino and takes over their members. Baek successfully raids the rival’s server and seizes their data, but Chang fails to keep his promise. Feeling shortchanged, Baek returns to South Korea to confront Chang.

Meanwhile, Detective Ma Seok-do investigates a suspected case of online money laundering linked to Jo, only to learn of Jo’s brutal murder. Determined to seek justice after Jo’s grieving mother takes her own life, Ma joins the Cyber Investigation team. They trace Jo’s employment history to a money laundering operation and arrest the manager, Choi Yu-seong. Ma discovers they are dealing with an extensive online gambling ring and seeks help from Jang Yi-soo, who has experience in the industry.

Jang reveals his establishment was targeted by the Emperor’s Casino, which aims to dominate the online gambling sector. Baek meets with Chang, who reveals a cryptocurrency scheme called QM Holdings, led by President Kwon. Chang instructs Baek to bribe an exchange representative, but Baek kills his accomplice and forces the representative to accept the bribe. Baek also kills Choi to prevent him from testifying. Concerned by Baek’s actions, Chang orders Kwon to eliminate him.

Ma tries to investigate Chang’s cryptocurrency launch event but is ambushed by Baek and his men. Although Ma captures one attacker, Baek escapes, injuring a civilian in the process. Frustrated by the lack of progress, the police chief disbands Ma’s team. However, Ma persuades the police commissioner to allow the investigation to continue. With Jang’s expertise, the team sets up a fake casino operation to lure Emperor’s Casino into a trap.

Collaborating with the Philippine National Police, they raid the Emperor’s Casino server and trace the data back to Korea, confirming QM Holdings as a front for the Emperor’s Casino. After eliminating Kwon’s goons, Baek conspires with Kwon to obtain Chang’s admin key and kills Chang. Baek then takes the server data to reestablish the gambling ring overseas, leaving the remaining assets for Kwon. The police raid the villa before Kwon can gather the money. Ma confronts Baek in a brutal fight, ultimately defeating and arresting him. The team pays their respects at Jo and his mother’s memorial, and Jang is arrested for impersonating a cop with a fake badge given to him by Ma.
